It depends on Social Awareness. The more SA you get the more people you can get. Which is why my starting up character was able to get 11 followers, and even more beyond that.

Oh, sorry. I didn't mention I'd modded the dorfs to only be female. :d

I think the max is 20 regardless of social awareness. It's in the 20 range

I got it up to thrity through setting social awareness to its absolute maximum in Runesmith but eventually more companions just causes drone jams and floods of info about their brutal deaths.
