Are there any worldgen / embark / mods / utilities which will make this more likely.

Other than running reveal on 100's of embarks.

How many circus's are in town? Is this per region or per world?

There is one per 16x16 embark tile region. Thus you could absolutely guarantee one by embarking on a 16x16 region, run reveal, note exactly where the tent is, savescum and then embark normally on that specific area.

Thanks, that answers a lot of questions I had.

Now, it a matter of coaxing my laptop to actually embark on a 16x16 (I gave this up a couple of times due to the excessive lag - it never seemed to load).

Maybe it can cope with embarking 4 times at 8x8, I might get lucky and hit it on the first try (1/4 chance)

One per embark region, apparently, though i've searched all 4 8x8 quadrants of a 16x16 region and not found anything, I blame my quirky worldgen parameters (reducing z-levels deep down).

And anyway, if there's 1 per 16x16 embark region you have to be pretty lucky to find it on a 2x2 or 3x3 embark

I thought the concession stand just had a stick of cotton candy in it and a glowing floor imprisoning the (finite?) clowns. You can just floor over them. Not really on steroids.
