If you want a waterfall for the aesthetics instead of purely for the mist-happiness, then skip this.

If you're just after the happiness, it's easier to rig up a ring of screw pumps on Z-0 (above the entrance to the dining room works a treat) and then put statues under the output ports on Z-1 (in the dining room) and pump the water around in a circle on Z-0. Mist generated by falling water on Z-1 will cause happiness regardless if the source is natural or artificial, but you must provide for a constant powersource to keep the mist generator running. (A dwarven water reactor works well for this application.) Statues prevent dwarves from occupying the space within the artificial waterfall, thereby avoiding job cancellation spam. Removing the statues and using water of 4-7 depth should provide some minimal swimming training (the water is quickly pumped away again) but will often cause "Urist McHungry Cancels Eat: Got wet in Mist Generator."
