Help with Dwarven Resources Management

Is there a way to just see a roster of all my dwarves along with their skills?  I have a Trade Depot that won't start construction because it says it requires Masonry, but I can't seem to figure out where to start with getting someone to work on it.  Thanks.

Does it work OK with the latest version and Phoebus graphics?  Sorry for the ignorant questions...

I'm less sure of when.

Download the latest version of DT, and it should automatically update for 31.25 when you run it (with DF running). Graphics doesn't matter.

I heartily agree with the above advice: Dwarf Therapist for a new player is delightful.

If you haven't seen the program before, it is essentially a GUI for active/deactivated skills. You can run it at the same time as Dwarf Fortress, and use Therapist to tweak the jobs. You can even create custom jobs (example: Hauler profession, in which dwarves assigned will ONLY haul, and all their other labour preferences will be turned off).

Just remember to export your changes to Dwarf Fortress once you're done.
