Yes, it is possible to run out of megabeasts. I am currently playing in a world with no megabeasts, just titans, and I am working on killing those off also.

So creating more titans and beasts doesn't actually mean they'll attack you in fortress mode?

It just means there are more in the world, the normal MB attack requirements still apply

It did not seem like it to me after several years of playing a fort in this world. Certainly you won't get all 10 dragons who are cohabitating in one lair come attack you at once.
