Actually they are listed as neighbors on embark.

EDIT: If they do appear, then I am experiencing a bug, since they don't appear on my list, despite coming to steal my trash after I embark.

I haven't modded the kobold entries, and I always have at least one populated camp. Even in year 1050.

Also some tranquilizers loaded to shoot you as soon as you go into destructive rage and try to destroy your computer with DF crashes exactly 1 year before it's done.

Okay so what's the deal.  Can I give them farming tags and make them survive? Or do I need to keep making them immortal with [NO_EAT] and [NO_DRINK]

You can give them the farming tags (and maybe the appropriate professions) if you want. It's not like it makes a great deal of difference either way.

Sure it does.  I don't just want to have Kobolds comming to my fortress.  I want to be able to hunt them in Adventure mode for their caves full of goodies stolen from other societies like I used to :(

...that's not what I meant. It doesn't make any difference if you make them farming or miraculously self-sustaining; the result's the same.

Add    [INDOOR_FARMING]  to their entity file. That should keep them alive. It works on Dwarves. I think.
Dwarves aren't carnivores.
Funny thing is, a carnivorous civilization can survive in worldgen by farming.
No, it can't. I have a functionally carnivorous creature that's using the dwarven entity file until I make one up for them, and they starve to death in year 4 like every other carnivore that needs to eat.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

I have the same bug than. I don;t have kobold on my embark list, ever, for at least the past 5 or so releases.
I haven't been playing very long but I think I've had them in my embark civ list a while ago.

I don't recall ever seeing kobolds on the embark civs list, just dwarf, elf, human and goblin.

Seconded.  I based a carnivorous entity off the goblins, and they did fine until I took away the [NO_EAT] and [NO_DRINK] tags.  I tried giving them outdoor farming, but they starved just the same.
