Dwarves don't move refuse

When a dwarf is about to build a building on a spot that's covered in assorted crap, he'll move stone, but not refuse.  He has to wait until someone hauls the trash away in the course of normal hauling tasks.  I don't know about wood, goods, etc., but I do know it's the case with refuse.

They probably won't touch anything with a haul job on it.  Haul jobs are very possessive right now, and it's a technical obstacle I have to overcome to change anything about that.  It's also a problem with workshop jobs that can't even use resources in the same shop, since there's a haul job on them.
