POPULATION_CAP is meaningless

My last few games I've changed the population cap in the init file so that things are a little less overwhelming. To my dismay, this setting appears to be meaningless. In every game recently, the number of immigrants has reached that point and even exceeded it.

Has anyone else noticed this?

POPULATION_CAP is a "soft" cap, in that it only prevents subsequent immigrants from coming once the cap is full -- if a dose of 20 immigrants is slated to come when you are 1 point under the cap, then all of those 20 immigrants will come and put you 19 over the cap.  However, other people have mentioned before that sometimes this isn't always the case, so it's possible there's some debugging to do.

To add to JT's comment, new nobles seem exempt from the population cap if you qualify for a new noble after maxing out your population.

True, and to make matters 'worse', if nobles bring their families, they will not be restricted by any cap in effect either.

I've found that if the difference between your population and set cap at the start of a session determines the number of immigrants per wave for that entire session.
I had 16 dwarves and wanted 20. The next spring 4 immigrants come, in the summer 4 more immigrants come (I'm already at 20) and then 4 more come in the fall to bring me to 28...
I would guess that this is because it calculates the max number of dwarves per wave only at the start of a session, not in the middle.

Try making a drowning room with beds assigned to the unwanted dwarfs and a lever outside. Lock em up and let they swim to dwarf heaven.   :p
