Anvils only available in one.

No offence, but with the new pasture/pottery/beekeeping, and the problems forging without an anvil, I'm wondering if we're moving towards Dwarf Farmer instead...

Remove items from your embark to free up the 300 points you need for a steel anvil and it will appear.

I've switched back to 40d mainly because of the buggy bits of 3.19. If I were you, I'd wait until the fixes are done. Even then, if you don't want to have to dig through 100+ z levels for magma, 40d is probably better.

I've genned two (pocket) worlds and had iron anvils both times. So it depends on your luck really. At the very least you can explore the new features. But if you want to spend some more time on your .18 or older fort that makes sense too; .19 has it's share of flaws.
