MAX POPULATION CAP

Hi, I've set my population cap to 1, however I keep getting immigrants, essentially stopping my hermit from exiting her burrow. What's wrong?

The first two or three waves of migrants are hard-coded.

also I noticed it takes FOREVER for immigrants to starve. First year and the first wave has just starved off.

If you embark on a saltwater area or if you just lock them up somewhere they'll die a lot faster :)

do immigrants need access to fortress to arrive?

in a test i embarked in a savage evil biome and only made it inside with 4 out of 7 of my starting dwarves.
i then proceeded to wall the survivors inside with all the supplies they could recover.
i'm assuming if any migrants arrive the undead yetis will happily take care of them.

this might be a decent method to set up a solo dwarf challenge.
