it sounds like the tile you were carving was exposed to the surface, making the water that started to pour freeze instantly into a rough ice wall
can i see a screenshot of both the z level you were working on and the z level above? use imgur, it's less of a hassle than imageshack

it should work on the middle of the river, providing it's on the edge of the map, just don't dig out the floor above the tunnels, or the water will be exposed to the surface and freeze

you could turn off the temperature on the init file, it wont unfreeze the river but it will keep the water that enters the map from freezing. it should also give you a few fps and make magma as safe as liquid water.

The smoothed Ice where I carve the fortification turns into Ice Wall after the fortification is finished. The tile has Snow Covered Brook above it.

don't know why it's happening, but i'm sure if you turn temperature off on the init file it'll work
