Did you mod dwarves to live in cities? If not then this looks like a bug to me.

Can you go on a trek and take some screens, that would be cool.  :P

Well that's what would be causing it then. Deon may have set a race to build cities and to live in the mountains.
Must admit that I haven't played the mod, but I would think the Vault Dwellers would be the one's with this setup.

Don't doubt that at all, the modders can do some really amazing things even with the rather limited tools they have from Toady.

The fortress in the mountains would be caused by a civ having a mountain biome and the city tag. Since Toady hasn't completed the code that should spawn Elven, Dwarven and Goblin structures most modders make all their custom civs  live in cities as they're the only one with a place holder. I believe this is what happening here, so it's not a bug but a feature.  :P
