This is because the old sites were... kind of utterly barren, and consisted of a giant hole in the ground with smileys just standing around, not doing anything, or gs in a squat obsidian tower standing around not doing anything, or Es standing around not doing anything with nothing around them at all.

Now we're getting farms and castles, and eventually, we'll get goblin forts and such.  But not until Toady figures out what he wants, and how he wants to do it.

Of course, I've already got some ideas...

Well, i hope it's soon, adventure mode is the part of the game with the most potential (for me at least).
Right now, with no towns at all to speak of, the game suffers a crippling absence. Adventurer mode's a mild diversion as is, butwith only a little work, it could be absolutely awesome!

Have you seen the devpage?  Toady is going to be working on Adventure Mode for about the next two years.

Going by the rather romantic power goals, it looks like Toady and Threetoe realy like adventure mode. It must hurt them to see there adventuring sites bare, but I trust them to bring back these sites with full force. Like NW_Kohaku, I am praying that this delay is due to the slow converstion from hard code to raws.

Give the gods time, it takes longer then seven days to cast a world this sublime.

You can just go into the RAWs and change all the civs to live in citys, until the civs get proper sites.
