Nine shopkeepers owning the same shop?

Every shop I visited in the world is like that. I tried a second world too, and it's the same (default settings for both).
I normally wouldn't mind, but half of them are usually sitting on my change or something I want to buy, and they never move. Is everyone having this issue?

Crawl under them, you can grab what you need from under 'em.  That's how you pass when they block doors, as well.

But yes, every human in a shop seems to be able to operate as the shopkeep.  It's weird.
