Some prepare items available only in steel?

I didn't see this mentioned on the bugs list or the last several pages, so apologies if this is a repeat.  Why are a number of options on the embark prepare page available in steel and no other metal?  For picks, we get the choices of bismuth bronze, steel, bronze, iron, copper.  For axes, swords, armor, leggings, helms?  Steel only.  Bolts are only available in steel which gets very very expensive if you start with a marksdwarf and want to give the guy some ammo.

It's linked to the civ you play. I tried an elven settlement, and they have tons of dirt cheap wooden arrows. But they can't use bows in fort mode though...

Look on the bright side, at least your marksdwarves will do more damage - 83% more damage than wooden bolts of the same quality (Ref. old version Wiki).  It may even be worth it to take a steel pick!  

Also, unless it's changed, I believe if your dwarf has a higher Ambusher skill than any of his other skills, he'll bring a free crossbow and some ammunition with him (Ref. old version Wiki).
