The games. When you buy them, do they charge each month or whatever, or is it one time payment?

One-time payment. Though I think they have some MMO's in there that require subscription.

You buy the games and can play them as long as you keep your Steam account, why would you have to pay monthly for them?

Delve deeper is one off.  anything that has a monthly cost on steam has a big button saying so on its store page, they are hard to miss.   
  Delve deeper aint a bad little game either, but you really need to play with friends

I think he's worried it might be like Gametap, which was basically where you had to pay monthly, but you'd get ALL the games in the library. From what I recall, they were pretty much unmoddable because it encrypted the files. It was also full of crap.  :-\

GameTap was awesome until it was bought out by a different company that migrated everything over to their software, making it browser-based.  For the first week or so it was basically completely unusable and it was probably months before things were working decently.

If I remember right the games download slower now too.  It's pretty much ruined, oh well.
