[38c] Windmills Don't Spin on 2nd Look

I didn't know the windmill animation spun through the entire building area until I watched one being built.  After construction its animation spun across the corners of the 6-tile building in a really cool-looking animation.  But nobody ever sees that cool animation because of a bug.

Apparently windmills only spin like they're supposed to if you're watching when they're first made.  If you move the viewport away from a newly-built windmill then come back to it it only spins in 1 dimension instead of arcing all the way around.

This is strictly a visual bug, so I imagine not very important, but it's probably also easy to fix.

To be honest, I don't think it is a bug.  Think of it like this.   When you look at a spinning fan blade, it looks like translucent circle.  Just imagine that is what the one-dimension spin is,  you're looking at a fast-spinning windmill.

It's a windmill, not a helicopter.  They don't spin fast enough to cause persistence-of-vision blur.

I always thought that they were in the classical windmill design:
   
and that the first "spin" was just turning it towards the wind. They have always looked right to me. Unless I misunderstood you.

Oh, I get it.  Ok, if the animation is meant to be the windmill swinging around to face the wind then you'd only see that happen once, sure, at least until Mr. T puts in the variable wind code.
