Civ Selection and Starting Location Reset

When choosing a starting fortress location I:
1)  Pick a location on the local map.
2)  Move and resize the occupation area.
3)  Tab to the Civilization menu and cycle through the civs to choose the closest.

Once I start cycling, the occupation area jumps and regains its previous size.
