Ok, so I did a search, and i searched the known bugs list, but could not find this. Apologies if this is a duplicate. I am having the issue that once an item is placed in a bin, it can not removed except for use. Here is how I am able to verify/found the bug.
Option 1: stone block
I created a stone block stockpile, and had many stone blocks in it (around 300). I then created a second one at a site where I wanted to create floors, set the second one to have 0 bins, and removed the old one. In the past the dwarves would pull the stones out of the bins, and lay them out in the new stockpile (which I could then remove, and lay floors very quickly since the stone was on the tile it would need to be). In 38c they will no longer remove the blocks from the bins, and the only way to get them to a new stockpile is to allow bins.
Option 2: Finished Goods
Initially I had set up a joint finished goods stockpile, it contained both clothing items and stone/shell crafts. Later I wanted to separate these to make hauling and trading easier, since I want to sell all my crafts, but none of the clothes. When the old stockpile was removed and two new stockpiles were created only the bins with only clothes, or only crafts were moved. I had to move the combined bins to the trade depot, and sell off all the crafts from them.
Dwarfs will remove things from bins in order to use them (such as clothes and such) but they will not do so in order to move it to a new stockpile.
I do have multiple saves where this can be demonstrated if it is not a universal issue, this is my first game with 38c.
P.S. If it matters, game is un-moded, but I have modified the pop cap (set to 40) and max graphical FPS (set to 10), weather and all that stuff is still on, baby making was turned down to 0 (I did so after I had 25 children but only 40 adults hehe), but this did manifest prior to that change.
