Building into open space?

I've recently read the Circus colonization topic one of the users posted and I decided to go for it and try it myself. The thing is - the closest I can get through any of the passages is 17z levels above the ground. So what I want to ask is - how do you build floors, stairs and everything into open space. The topic I've read has mention of a tomb at the bottom of EGP, so it's almost definitely possible.

You just place a constructed down stair and a constructed up down stair below it. Repeat till you reach the floor (with up/down stairs now)? I'm pretty sure stairs can be built from above as well as from below and the sides.
