How do I deal with the heat? Violence. In 4.02.0 (and I doubt this was changed in 4.02.1), you only need to defeat three squads of soldiers in order to repel a siege. So long as you engage the weakened squads, you will almost never get shot at, much less lose a Liberal. You can harvest the M16s and ArmyBodyArmor you get from the dead Soldiers, twiddle your thumbs for two weeks, and wait for another attack to come. This can get tedious, however, so what I do is relocate after each siege to a different safehouse. The government will waste its energy raiding the place you've just emptied before shrugging its shoulders and asking, "Where the hell did they go!?"

In my current game, my safehouse has 93% Heat and 90% Secrecy; it's a fully upgraded (sans Liberal Guardian) abandoned warehouse the Conservatives have not yet raided. I've been there for... uh, about a month, I'd say, and all of the laws are still Arch-Conservative, so they have perfectly good reason to attack:

Spoiler (click to show/hide)

Certainly, I am entertained by looking at other people discuss and implement their Liberal Hierarchies, but I would rather assemble a godawful Gang Leader founder with the worst stats I could generate, execute the starting Gang Members in order to lose Heart, and attempt to win the game from there than make a lengthy chain-of-command. I'll leave the funsies to someone else. =P

-EDIT: Typo! OH NOES.
HEY! It's YOU! You're the guy I randomly found on Youtube and enjoyed so much (LCS let's plays). Oh god, the world is small :D. I am Deon023 on youtube.

There's also another way to deal with the heat. Community service. It reduces heat in very tiny amounts.

I personally just keep an isolated founder with no crimes in an apartment doing legal activities and keeping all my expendables (or semi-expendables) in compounds, doing less legal things. If a member grows to have too many people connected with him\her I'll have to move them, though.

By the way, are founders able to lead from jail? Would be a tad overkill to isolate him there, maybe.

Reminds me of Monopoly, where it's actually good to get locked up in the late game.

It's been known to happen in real life, so I can see it being a possibility. It would present new challenges, since they would try to limit your ability to lead from the inside. Maybe having sleepers in the prison could influence the way this works?

I thought it might work in the current version, but I've got such a good groove goin' that I don't want to test it. At least I've seen the sleeper loveslave lawyer leave after a few months of imprisonment. Leading from jail would have the obvious drawback, of course, that one can't use the founder for recruiting anymore.

I think you can lead from jail in later versions.

I simply juiced up my founder by stealing from the CEO castle and the Corporate HQ, then went to the university to learn a lot of psychology, law, persuasion and seduction, and finally making a police suit to buff up interrogation a bit.

Then I just go about kidnapping people on dates and converting them to DA LIBERAL CAUSE.

I have about ten-twenty corporate managers getting my funds.

Of course that's just one tactic.
The first game I won I used a quite chaotic 'recruit random seemingly okay passersby with everybody with the ability to recruit'.
