Well on my last fortress (that died from a combination of a tantrum spiral me decideding they were un-worthy to live and a goblin asssult)
I attempted to make towers outside of the ground withen my outside walls

But when I tryed to get another Z-level up I had two problems

1, They wouldn't allow me to build a down stairs where my upstairs was under

2, When ever I tryed to place walls or Floors on the second level it would say "No Non-Economic Stone Avalible to build" Yet If I went one story below I could build floors :P

So my question is how would one be able to do these things and make archer towers?

Build a down stairs? Or "dig" one? If you have an upstairs, and you are designating to dig one then it shouldn't work. I think the option to build stairs is in the buildings and "C" button/section or so.

As for the no stone, do you have a ramp or stairs to the second level? Do you the outer walls connect to where you want to build? Are the top of the outer walls dwarf accessible? When I built a unfinished, not so tower-ish, tower I built the walls and put ramps next to the walls.

You may have already tried this though.

EDIT: woops, didn't see the inside the walls thing.

Try building up-down stairs instead (X).

b -> shift+c -> d is the way to build a down stair.  Make sure you're doing that, and not d -> j which is to designate a down stair for digging.  It won't let you designate the down stair until after the up stair below has been constructed- not just designated.  When it says you have no stone available, it means there's no stone that can be reached from wherever you're trying to build.  Your up stairway, and down stairway will both have to be completely constructed before you can begin building on the next level.

I always make my archer towers accessible only from the inside of my fortress, because if the archers have to run over the courtyard they might see a goblin and whose sparring with my militia. Then they decide to stay where they are and may get into the melee.

Hey, just looking for the easist solution. Did you pug it in? :P

Next I would make sure your constructions are complete before you try designating the down stair above.  You can't designate a down stair over an up stair designation; only over a completely constructed stairway.

You need to have the building actually built (as opposed to designated) before you designate things to be built that can only be accessed via it or rely on it for support.

The Up stairs were built when I disignated the down stairs, I wonder if the factI  wast useing dolmite for this had anything to do with it...

If nothing that's been suggested is working I'd suggest just deconstructing the stairs and rebuilding them, see if that changes anything.
Beyond that I can't think of any other advice to give.

Down-Upstairs , designate with X , or shearch them in the building menu , seriously , thats the key , or use spiral ramps like

Floor 1 , R=ramp , W=wall , O=open space , F=Floor

FFFF  Floor 2: FFFF    Floor 3: FFFF
FRFF             FOFF               FFWF
FWFF            FRWF              FORF
FFFF             FFFF               FFFF         , hope you got the idea

Qinetix's suggestion uses ramps, and those need the supporting wall. I see no reason why you wouldn't be able to build a "naked" vertical tower of stairs as a starting point if you wanted, though...
