Each new wave of immigrants never meets the previous. From a small section pre-dug out with a door locked or blocked, the new immigrants move in to the new section, and the next wave moves into another section, and on and on, and each of the sections never meet any of the others.

Upside: Should one section mine open an adamantium vein, the demons are contained with little loss to the fortress as a whole.
Downside: less military force for sieges.
