It is not very common.  To get a good amount of obsidian, you need to have a magma pipe/pool to mine around or build on a volcano.  You can get a good sedimentary layer if you build in a forest or swamp.  Most likely you will not find volcanoes in these areas unless you increase the amount of volcanism and min/max number of volcanoes in the advanced parameters of the world creator.

Of course, there are other things you need to consider editing before trying this since a misstep can cause everything to be rejected.

I don't think you can find igneous extrusive layers (such as obsidian) and sedimentary layers in in the same biome;  You want to find areas where high volcanism and low volcanism meet.  Increasing volcanism outright will just generate worlds without sedimentary layers at all.

Right, you need a multi-biome map like this one which has obsidian in the south and shale on the rest of the map.  Basically, you need to find an embark where more than one thing meets together.  That particular map, incidentally, is the one I'm playing right now.  It has pretty much everything.  There are several other, similar embarks on DFFD, incidentally.

You could have berries on the rocks and the dwarves would say it was "berry gneiss."
You should die horribly for this. And I mean that in the nicest possible way.

some mods such as mine have sharp distinction between igneous-EX and sedimentary ores.
