If you abandon a fort and then reclaim it the other dwarves will still be their hanging out but you cant control them. If you abandon again it counts those dwarves as your population and you can reclaim with more. I went up to 70 in like 4 abandons with all those other dwarves still on the map but uncontrolleable.
Is this a feature or a bug?

It doesn't advance the positions of migrant groups when it abstracts the passage of time between games, so the migrant group generated from the fortress is where you left it.  It's neither a bug nor a feature, but just something that needs to be finished at some point.
