This seems like the place to put this.

Is the 'Dwarves not putting on new clothes' in 31.13(?) still a bug? Or has this been fixed?

As far as I know, this is unchanged. Dwarves will not put on new clothes unless they're in the military.

just put them into military and put some armors on them.
