Chains count as clothing?

Some of my dwarves (I noticed at least 2) are wearing lead chains on their upper bodies. It is not good because they weigh much and slow my dwarves down. I also noticed hat both those chain-wearing dwarves are criminals and were attached to lead chains before.

I think this has to do with when you remove a chain when they're still in prison. Same thing has happened with dogs.

Yes, I did remove chains they were attached to. I had to, because otherwise they would have died of neglect (Health care priority fix desperately needed).
You know, I had to give them a day off of prison, so they could sleep, eat, have a couple of beer, perhaps a cigar))

Yeah, this one is Bug 177, I think, with prisoner substituted for animal.
