Picking up things outside

Goblinite or spare rocks from  a defensive moat/ditch, the dump command [d][d], doesn't seem to work on outside things for me, Not entirely sure why actually.

Any guesses and/or solutions?

A) Check if they're still forbidden.
B) Hit the Orders screen via "o" hotkey, then refuse, and check to make sure "Collect refuse from outside" is on.  If it's not, then dump commands are ignored, and things like hair and cartilage are left in the butcher shop if it's above-ground, because these are considered garbage and they are outside.
