Is there any way I can get an announcement when Dwarves level up?

Captain Duck's tutorials had announcements like that i'm pretty sure.

By level up i mean level up a skill like mining, carpentry, wood cutting, masonry, etc.

The old "Urist is more experienced" messages appeared in 40d (and earlier) whenever a dwarf's attributes increased, not their skills (though attributes did increase with experience, it was not tied to individual skill levels). These messages no longer occur in version 0.31.
