Here's a better idea. Build the prison inside a giant well, or failing that, the sea.

I place my prison chains in a one-cell line between my food and booze stockpiles.
No casualties yet despite being stuck with a mayor who likes adamantine.

Heh. Actually, the dwarf receives the water just fine, and his thirst is completely removed, but he still finishes his booze. I guess... drinking is thirsty work?

my god, I've got one guy who loves helping people but gets really angry easily, he actually brings water to people while they are sleeping, and forces them to drink it, thus waking them up, giving them a bad thought for being disturbed, and him a happy one for 'helping' someone.....

I've seen buckets full of water hauled to dwarves that are asleep and get thirsty in the middle of their nap.

I've only seen this happen once, but it was pretty funny. I freaked out when I saw one of my dorfs had a "Give Water" task. Then laughed my head off when I found out why.

I remember dwarves bringing food and drink to those who was assigned to burrow that does not contain those resources.
Anyway, on the topic, was there some megaproject  going on at the time medics refused to bring water to patients?
I have an impression that dwarven hive mind can hold only limited amount of jobs simultaneously and since healthcare isn't priority, give water jobs never make it to the queue if there's something big being constructed.
