[request] All migrants arrive as peasants?

Does anyone know a mod that makes all migrants arrive as peasants? I'd like to know that all of the skills my dwarves have are from jobs they actually do so I don't need to create 1000 custom professions. And I'm sick of all the legendary fish dissectors/trashers/cheese makers/engravers (they mess up my fortress with stupid pictures)

Runesmith should be able to set skill rate of dwarves. It has .18 support.. soon™  8)

Counting out the utility, do the new Skill tags, if used on all skills to set 'em to 0, make everyone Dabbling? Put all labors on 'em? Or just create a bunch of peasants who have no direction what-so-ever? They don't keep skills from advancing from the set level, right?

Won't work, sadly.

The new skill don't prevent skills from advancing past the set level, true, but they also don't prevent the skills from starting above the set level.

Why would your engravers make stupid pictures?

Just don't designate any stone to be engraved and your fine, then when you want a room decorated, lock some legendary engravers in there and let them work, levers work best I've found, especially levers that lock the doors.
