Dwarves refuse to bring water

First off, this is a terrific game.  It's pretty much consumed all of my free time for the past week.  :)

That said, something weird happened.  For some reason, my dwarves all turned very callous and refused to bring water or food to those who couldn't get their own.  Specifically, I had a wounded (1 yellow wound) trapper in my hospital and there were 2 guys in chains for "violating export mandate" (how exactly does that work?).  Unfortunately, no one brought any of them food or water, even though the trapper was a scant 2 spaces away from a well.  The trapper and one prisoner died before I destroyed the chains.  Sadly, the last remaining of the three is just sitting there, slowly dying.

I have 11 idlers who have Health Care on.  I have plenty of wells and lots of free buckets.  I turned on all announcements, but no "Give water canceled" messages have appeared.

Oh, it turns out that a farmer who has been recovering from wounds for several seasons also died from thirst.  I'm not sure what's changed.  The dwarves used to bring water to the sick and wounded without a problem.

Do you have free buckets?
If you only have one of them it could be just claimed waiting to be moved to the furniture stock, thus unavalaible.

Yeah, like I said, I have a lot of free buckets.  At the beginning of this game, when there weren't enough buckets to go around, there would be cancellation messages saying "Need a free bucket".  However, that was several seasons ago.  I am not getting any cancellation messages (I've turned ALL messages on).  The dwarves just refuse to give health care.

Note: I am running 21.104.21a.  I didn't see any mention of this issue in the development notes for 21b.

Okay, now I'm getting messages about there being no buckets and yes, I can't seem to find any.  No wait, they're all at the ashery, full of lye.  So I guess it's mystery solved, though I don't know why I'm getting these messages now and I wasn't last night.

And for some reason, I can't make potash.  The dwarves keep saying "Needs lye-bearing item".

The lye gets transfered into barrels before it's made into potash.  So there's a time lapse between making lye and being able to make potash.
