Bug? Unpickable Pick

I had two picks being used by miners, until I recruited them temporarily to repel an attack. They then were dropped on the ground in favor of crossbows.

Originally, they were dropped on top of workshops - I thought they might have been inaccessable, so I deconstructed the shops and built a bunch of weapon racks and scattered them around. No matter what I seem to do I can't convince my miners (no longer recruits; only job set is "mining") to pick their picks back up.  :(

Do you happen to have mining work available? Because whenever I have designated spots to mine, my miners with no picks hunt down the nearest dropped pick and start to work.

Same with Carpenters and axes.

And hunters with crossbows.  From what I can tell, any weapon-carrying worker will continue to carry the weapon (pick, axe, or crossbow) as long as you keep their mining/woodcutting/hunting labors turned on, even if there's no work of that sort to do.  Keeping hunting on is dangerous, though, since hunters will go after animals spontaneously.

Yeah I have plenty of mining areas selected - I hadn't really changed anything except I recruited them to the military (and assigned them weapons in the military screen).  :(

hunters only seek x-bows if they have x-bow selected in military screen. (for mine anyway... i have had one or 2 wrestler hunters)

Do you have weapon racks with some free space that allow picks to be stored? Then maybe the two picks are allready reserved for a hauling job and won't be touched until someone carries them to the rack.
You might then speed this up by changing the "allowed item" options of the racks.
