[38c]Impossible Mood (Not bug)

It seems that sometimes you will get a moody dwarf that even though you get all the items he asks for the mood does not complete. I have such a dwarf right now. I looked him up with dwarven companion and 3 of the mood items he wants are unallocated. I've seen this before, and I'm wondering if anyone else has.

I've used Tweak to teleport, heal, and tile edit in the past so it could just be caused by that.

Edit:Nevermind he got the last item. I was just reading his demands wrong. Though I could swear I've seen this before.

Did it involve needing cloth? Cause you can never see wether or not he needs fiber cloth or silk cloth.
