Its most likely either a relic leftover or its a placeholder like the wizard thing.

That's been there for ages. Magic hasn't been implemented yet, and isn't one of the things that's coming out anytime soon.

That manual page is identical to the one in 40d. In fact, the "Magical" label dates all the way back to the 2D versions (it hadn't been implemented back then either).
