how do i do it in the latest version? I try to build it in a stream but all i get is "blocked" and can't do it.. and which one is "safer"? i just want to keep shit out of my fort

You can't build in water so you'll have to dam that river or whatever first.

If you're in a zone that freezes, you could prepare everything while the water is liquid, then when it freezes quickly mine it out and install everything.

You can't build in a STREAM at all. At least, not on the top of the stream, where the "brook" is. That's actually a special grate, allowing creatures to walk over the brook, but still access the water in the z level below.

If you are talking about in a tile full of water--- you can't until you drain it somehow. You can build in a tile with 1/7 water, but any more water in a tile will prevent you from being able to build there. Drain it of the water, one way or another, and then you can build whatever you want there.
