My cook, who is for whatever reason mayor met with a trade guy and just while the meeting took place he got his fey mood.
This caused the "a diplomat has left unhappy".

Im not entirely sure whether this is a bug or a feature, so one might correct me.

Dwarves during the mood can't have any jobs (so they can't meet the liaison too) thus the liaison left unhappy because the mayor was unavaliable.
I don't see a bug here, and if you want to clarify something you'd better use Gameplay Questions thread, this will make your question to be answered faster and also will reduce the bug reports clutter.

While browsing the reported bugs page, I saw this:

000621 □ [dwarf mode][diplomacy] liaison leaves immediately if leader is in a strange mood

So I guess it will be fixed eventually.
