Inhabitants of a Dying World

This is a crosspost from over here. If this offends you greatly, inform me and I'll blank this post. I'm mainly crossposting because the other forum is D&D-heavy and I would prefer to try out GURPS.

So, yeah. That's my story. I don't have the best track record as a GM, but I would like to give it another go with a group of dedicated players. In this world, science and magic have both advanced to a significant state - the world's militaries contain laser-firing marksmen along with fireball-throwing magi. Space travel is in its early stages, however. With the ancient space elevator that tethers the moon to our planet (or would it be our planet to our moon), there has been no real need to develop vehicles to go beyond.

For some technical details that the inhabitants of the other forum likely wouldn't have understood: The solar system is basically like ours, with some exceptions. The sun is orbiting around a point slightly farther from itself than Earth is. The moon mentioned above is roughly the size of our moon and Kroele is roughly the size of Earth. Something is making Kroele and the sun revolve around the moon.

Now that you've read my rambling, I pose a question. I can see this easily using GURPS 4e or possibly Ebberon, leaning toward the former. Which would you prefer, if you had to choose? One of the above? Something else altogether? Character creation guidelines depend on the answer.

I would also be up to running a real-time game in Skype or a virtual tabletop if there is interest. If not, it will be PBP on the GitP forums. Applications and/or questions/clarifications can be posted in either thread, I suppose.
