Two minor questions about nobles

So since the captain of the guard has [RESPONSIBILITY:LAW_ENFORCEMENT] which causes the noble to preform justice and the military squad that the noble leads appears to also make its members preform justive. The hammerer has [RESPONSIBILITY:EXECUTIONS] and [RESPONSIBILITY:ESCORT_TAX_COLLECTOR] which causes the noble to preform executions and to escort the tax collector(obviously), and the members of the squad he leads apparently also does this.
If you gave, say, the expedition leader it's own squad, would any dwarf put into it be able to hold meetings with outpost liasions?

Also, another question, what is [PRECEDENCE:(number)] for?

[PRECEDENCE:(number)] is used to express how important a certain role is. The lower the number, the more important they are (monarch=1  militia_captain=200). I don't know if this actually influences anything, maybe the severity of punishments when someone offends them? 200 seems to be the highest number the game accepts.

Could be how they get offended by a lesser's pretentious rooms?

Un-modded in order to have the exp leader lead a squad you need to also assign him to a militia captain or commander position. That militia position is what the game uses for military purposes not the exp leader, so his squad will not have all of the exp leader responsibilities. As well, for the fort I am currently playing I made my own nobles, one of which is a military type leader with all of the leadership responsibilities. It does not appear that the squad picks up those responsibilities as I have not seen any of that squad hold meetings and this fort has been running for 20 game years.

One of the dwarfs walked in front of Thor to get a better view of the prye, and Thor kicked him irritably into the middle of the flames, which made Thor feel slightly better and made all the dwarfs feel much worse.
