There's a downside to this. If a 'rat extract' causes plague, then there will be 'rat antivenin' for curing it...

From what I understand the only way currently to cure a syndrome is to survive it's duration so someone correct me if I'm wrong but I don't think there can be a cure.

You could do something like the "noxious secretions" or "deathly dust" that are the bane of so many fortresses. Give a small animal like a rat the ability to breathe "influenzic dust" which causes influenza when inhaled.
I'm not sure if it is possible to give vermin breath attacks (fire-breathing flies come to mind) but if it works, dust is sure to get into every corner of the fortress.
You could try to also add another syndrome that will make dwarves who are infected immune to influenza, so a dwarf who survived influenza won't contract it again.
