Charcoal production - Wood Burning and Furnace Operation?

My "pyro" (the name I gave him) dwarf didn't budge until I checked Wood Burning too. With only Furnace Operation checked, he stood there doing nothing. Is this normal? Or are the two skills really needed (for a dwarf to make charcoal)?

You need wood burning to make charcoal/ash and furnace making to do anything with a smelter. They're exclusive from one another.

Wood Furnaces use the Wood Burning labor and Smelters use the Furnace Operating labor.  That's normal.

I think you answered your own question - Wood Burning is required to burn wood at a wood furnace (and of course you need wood, which you had).  Furnace Operation is for smelters.
