Nobles hoarding food and seeds?

I looked in my nobles rooms and it seems they are hoarding food and seed under their office chairs...is that normal? if not, what can i do about it?

I also play on the longest history setting for hard mode.

They're not hoarding the seeds - they're just eating plants that happen to leave seeds behind, and your dwarves are being too lazy to collect them.
