I've got my mayor with nothing but 'Health Care' enabled hauling floodgate and constructed it.

if he has built up skill in something, he will sometimes do it even if it isn't enabled in the "preference" list.  remember, those labor jobs are just "preferences" not mandates or orders

same here, well sort of, he just built a stone block road, he is now a dabbling mason...
ignoring the human diplomats chasing him around

guess he was bored of no work since i've got people busy and they aren't complaining to him as much now. though it would be nice if he would talk to the diplomats (going to try making him do some digging, then turning mining off again, see what happens)

Building a road after its been designed is a "requires no specific labor" job, children can do it.
