Water piling up on open space

Yeah, this is a wierd bug o_O  I was building a multi-floor resevior by excavating out the floors one by one (via [D]esignation->C[h]annel), but for some really odd reason the water didn't fill up the bottom floor all the way before it started piling up on the second floor ([3/7] water on both floors before I shut off the floodgate).  There are *lots* of rocks on the bottom floor, is this some sort of awesome DF feature that rocks take up space so water can't go there, or is this a bug?

I say awesome because it does technically make sense, and because it means the resevoir isn't bugged to hell.

EDIT: NVM me, I'm being an idiot.  The number are *dark* blue, but sinc eI had nothing to compare with on the floor...
