playing 31.14 seems my manager assigns orders instantly, and seems he does not uses organizer skill at all. The green red status orders does not works.

Only 14 dwarves in the fortress ... perhaps it does needs more to fully activate?

I think its bookkeeping that uses the organizer skill, not managing orders. Or rather, the manager task doesn't use that skill, which is what I'm trying to say.

Wait a minute, is the manager only needed for rubberstamping orders when you reach population? Thats probably what you're seeing here.

I am almost completely certain that the skill level of a manager does not affect his ability to manage in any way.
