According to the wiki, I've already met the requirements, and there's a work-around for a bug preventing it. Of course I want to try it out at least once, but I'm not sure if I'm in a hurry to do so if the benefits don't outweigh the annoyances. Is it worth it? Do I get better immigrants, more goodies in trade, respect?

I've never seen any effect other than Urist McRetard asking for crystal glass and demanding a tomb.

Honestly, other than being called a barony/county/duchy (and the workaround is the same for each level), it's really not that interesting right now because AFAIK none of the other nobles ever show up with the exception of the king.  It's mildly interesting but hardly a game-changer; most of the time, if you give them a nice enough room and nice enough stuff, the mandates have no real effect. 

The only downside is that there are punishments for not fulfilling them, but if you don't have a captain of the guard armed to the teeth, it's a non-issue.

You need a captain of the guard that is "extremely weak", and then the punishments won't be so bad (usually). ;)

Yeah, drafting some useless peasant with no combat skills often helps, as does rotating out the position.  However, I usually just provide a jail with accommodations often more comfortable than the dwarves' own rooms so they handle their sentences just fine.

I kill All my nobles happen to get into unfortunate accidents. The only ones I let live are the starting ones who can't make mandates, and the mayor (Until he makes a mandate) I kill all the others immediately.

I just don't assign a captain of the guard. Mayor can bitch about his crystal glass portals all he wants, he's not getting jack.

This is what I do.  Once, though, I discovered my legendary armorsmith lying on the floor in a pool of his own blood.  Somehow, someone had taken on the job without being told to and beat my smith to death because of a failed mandate 3 years ago.

I fulfill mandates if possible now.
