Regulating tasks

How do you regulate if the dwarf will clean out side? or make the bone crafter go get bone outside?

Dwarves will never clean outside (or more correctly "above ground").  You can't make them do it.  At all.  Ever.

I think the only things that will clean above ground tiles are: rain and magma.

Addendum: Be advised that magma as a cleaning product is very corrosive.  (It really should have one of those little symbols with the skeletal hand dipping in)

If your stuck with someplace you want to clean where water or magma isnt realy an option (like outside fortresses) then you can use DFhack to clean all nastyness up at once.

I heavily advise using dfhack until the contaminant system is properly implemented.
