Last time, two of three wagons got to my depot and started unloading, then they decided to leave. The mules carrying the first goods had already unloaded months ago.

I cut an underground path through rock along what I thought was a more direct path  and smoothed it. However they totally ignored it. I'm going to make the aboveground route impassable and see if that helps.
