Starting with neighbors

In the new version, is there a way to start with humans and elves as neighbors like in the old version? On the location selection screen I hit tab a couple of times to get the civilization list and it shows dwarves, humans, elves and goblins (the latter with a red line, indicating at war?) But when I go with that location, no human or elf caravans show up in the second year, and bringing up the in game civilization list shows dwarves only.

Also, one of the tutorials said that if your dwarf civilization is too small, you won't get any more migrants after the second year. Is this true, and is there any way to make sure this doesn't happen?
