Prisoners not getting water

So, I ended up with a whole mess of people in prison because I traded a few items that I shouldn't have. (oops) They all served their time and ever thing was fine but now any new prisoners after that large group got out is no longer being given water. People in the hospital continue to receive water so I'm not really sure what the trouble is. Any ideas?

Yep being sent to prison was a death sentence for my dwarfs also,so ive placed my chain of justice beside the well and added a small stockpile of food.
